Abstract

When discussing the issue of development of urban areas, it is not uncommon to highlight a new stage of urbanization – stage of smart city creation. Increasingly more cities are nowadays labelled as “intelligent” or “smart”, even though there is no clear-cut definition which would specify the criteria that cities ought to meet to be considered as such. The existing sets of criteria are relatively ambiguous, they have different priorities depending on the region etc. It is thus extremely important and useful to determine whether or not cities may be considered as smart cities, to what degree and on what grounds.
