Needs Analysis Vocational Online Learning Framework Development in the Era of New Normal for Indonesian TVET Teachers

Abstract
Technical and Vocational Education and Training (TVET) is formal, non-formal or informal education and training that is intended to prepare labors in accordance to industrial needs. TVET learning is in dire need of relevancy especially in the COVID-19 pandemic and new normal era. It needs a solid online learning framework that incorporates a TVET learning concept that is relevant to vocational education and industry. Gaps in vocational learning are made apparent by the COVID pandemic and new normal era, such as uninteresting vocational learning, online learning failing to produce better experience and productivity in terms of competency mastery, difficulty in conducting practicum, and poor implementation of link and match learning. This research topic is of great importance to provide solutions and improvements to online learning in the TVET environment that are in accordance with current conditions and relevant to educational institutions and industry in order to improve graduate competencies. The objective of this study is to analyze the need for the development of a TVET online learning framework for the post-COVID new normal era, and then integrate and implement it for prospective TVET teachers in Indonesia and Malaysia. The population of the study was prospective TVET teachers from Indonesia and the samples were taken using the purposive cluster technique which determined 4 cities as the data source, namely Padang, Medan, Pekanbaru and Batam. The instrument of data collection was questionnaires. The results of needs analyses in several universities across Padang, Medan, Batam and Pekanbaru that there is a real need for a TVET online learning framework model in the post-COVID new normal era.
